It is a pleasure to share and collaborate on your projects with my experience in management positions, which has been focused on innovation in the design, implementation and operation of educational public policies; international cooperation, negotiation, communication, training of work teams in leadership, and user support.


In the public sector, I served as Director General of Agricultural and Marine Science Technological Education at the Ministry of Public Education, overseeing more than 600 educational institutions with an enrollment exceeding 200,000 students and a staff of 20,000, including teaching and administrative personnel. Simultaneously, I served as the Focal Point for the Intergovernmental Oceanographic Commission of UNESCO in Mexico, where I coordinated the work on the country's Strategic Action Plan (2022–2024). At the Undersecretariat of Upper Secondary Education (SEMS), I held the position of Technical Coordinator, sharing responsibility for the design and implementation of priority projects (2021), with a special emphasis on strengthening the Dual Education System, successfully designing and implementing innovative regulatory changes. Furthermore, I participated in the technical education and labor groups of the Pacific Alliance and the G20. I also served as institutional liaison to the National Productivity Committee, the Mexican Commission for Refugee Assistance, and the Institute for Mexicans Abroad (2019–2021). Within the Sectoral Coordination for Academic Strengthening, I was Director of Outreach (2019) and Director of Educational Innovation (2018), where I led the Vocational Guidance Committee of the Metropolitan Commission of Public Institutions of Upper Secondary Education (COMIPEMS). Previously, I served as Director of Operations in the then General Directorate of Education in Marine Science and Technology (2015) and as Area Subdirector in the Undersecretary's office (2009–2014). In this last role, I coordinated the Technical Secretariat, collaborated in the National Consultation Forums for the Review of the Educational Model, organized national and international events, and was in charge of the logistics and dissemination strategy of the Comprehensive Reform of Upper Secondary Education, as well as the development of institutional communication actions.
In the academic field, I have taught the subject of Political Communication and Marketing in the Bachelor's Degree in Public Administration at the Technological University of Mexico.
As a consultant, I have worked with the Organization of Ibero-American States for Education, Science and Culture (OEI) as coordinator of the book "Evolution of Dual Education in Mexico: A Look from the Experience and Recommendations of Relevant Figures." I participated in the team for the design, implementation, and evaluation of the Study of Gender Segregation in Mexico, focused on vocational guidance for upper secondary school students (phases I and II), under the coordination of the Inter-American Development Bank (IDB). I also collaborated on the design and implementation of the "We All Play" program, a physical activity and sports initiation program for elementary school students, run by the Mexican Football Federation.
I have developed multidisciplinary projects in the Mexican Republic, in areas such as visual identity, marketing, job training and improvement of customer service, with a focus on human values, quality, assertive communication and sales.
In the private sector, I worked for the Pineda Covalin brand as Sales Manager in Portugal and Deputy International Sales Manager in Mexico (2006–2008).
I am the author of articles published in the magazine Educar y Orientar, of the Confederation of Psychopedagogy and Guidance Organizations of Spain (COPOE).
I have a Master's degree in Innovation Management and Development from the University of Guadalajara; a specialization in Educational Policy and Management from the Latin American Faculty of Social Sciences (FLACSO); I have a degree in International Marketing from ETAC University, and I completed undergraduate studies in Advertising and Public Relations at the University of Veracruz.
